Electrical Engineer I/II (Substation)

Engineer I – Electric Substations: Performs basic engineering duties necessary for the completion of the department’s goals under close supervision of the Supervisor-Substation Engineering or designee. Engineer I is considered an entry level engineering position. Most work will be initially performed under the mentorship of various experienced Substation Engineers. Progression towards more autonomous work performance will be expected as experience is gained in Substation design tasks. Duties will be dependent upon departmental workload and may include any or all of the duties described below. Assists in the preparation of detailed specifications and drawings utilized in soliciting and evaluating bids for switchgear, circuit breakers, power transformers, substation structures, high voltage switches, arresters, fuses, instrument transformers, SCADA equipment, and other miscellaneous materials. Assists in review of shop drawings on all equipment purchased for use in substations. Assists in preparation of drawings for installation of all equipment within substations. Assists in the preparation of calculations of grounding requirements and the design of substation ground grids. Assists in the design of protection and control systems including development of device settings. Assists in the developing of schematic, logic, and wiring drawings for connection of protection and control, SCADA and communications devices. Assists in the review of projects as required during installation, checkout, and start-up phases. This includes inspection of all major items upon arrival and providing for crane and heavy hauler services as required for installation of heavy equipment such as power transformers, switchgear, and circuit breakers. Assists in the analysis of various new materials as may be required to establish new approved material vendors or equipment suppliers. Performs miscellaneous other jobs including special investigations of new equipment and systems as requested of engineering and assigned by management. Will be required to assist in Outage Center or in field supervision for emergency work as required. This work may be during or after normal working hours. Performs other related duties as required or assigned by management.
Engineer II – Electric Substations: Performs moderate engineering duties necessary for the completion of the department’s goals under the general direction of the Supervisor-Substation Engineering or designee. Works on smaller projects and portions of larger projects. Some work will be performed with minimal oversight while other work will be performed under the mentorship of various experienced Substation Engineers. Progression towards increasingly autonomous work performance will be expected as experience is gained in Substation design tasks. Duties will be dependent upon departmental workload and may include any or all of the duties described below. EDUCATION/EXPERIENCE: Engineer I – Electric Substations: A Bachelor’s degree in electrical engineering from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. Design experience is preferred but not required for this entry level position.
In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline with applicable design experience who have an interest in acquiring the training and experience necessary to perform Electric Substation design tasks.
Engineer II – Electric Substations: A Bachelor’s degree in electrical engineering from a school with a program accredited by the Accreditation Board for Engineering and Technology and three or more years of recent, progressively responsible, and applicable design experience is required. Electric substation design experience is preferred.
In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline, five or more years of recent, progressively responsible, and applicable design experience and an interest in acquiring the training and experience necessary to perform increasingly complex Electric Substation design tasks.
LICENSING/CERTIFICATION: Engineer I – Electric Substations: A valid certificate in Fundamentals of Engineering (FE) is preferred. Must have a valid Missouri driver’s license (minimum Class F).
Engineer II – Electric Substations: A valid certificate in Fundamentals of Engineering (FE) is required. Must have a valid Missouri driver’s license (minimum Class F).
KNOWLEDGE, SKILLS AND ABILITIES: Engineer I – Electric Substations: General knowledge of fundamental engineering concepts and practices is required. Must be able to perform limited portions of broader work assignments under the mentorship of an experienced engineer. Must be able to plan, organize, and coordinate technical work, and demonstrate excellent communication and interpersonal skills. Must have experience operating personal computers and general software applications such as Microsoft Office and AutoCAD.
Engineer II – Electric Substations: General knowledge of, and ability to successfully apply, fundamental engineering concepts and practices is required. Must be able to understand and perform major portions of work associated with Substation layout and major equipment specification and installation. Must be able to plan, organize, and coordinate technical work, and demonstrate excellent communication and interpersonal skills. Must have experience operating personal computers and general software applications such as Microsoft Office and AutoCAD.
